Changed distribution method of VIRSCAN.DAT

Beginning Februari 20, 1992, we will use a new method of distribution
for the VIRSCAN.DAT virus signature file.  As of that date, the
distribution archive will be named VSIGYY##.ZIP, where YY is the last
two digits of the current year and ## is the sequence number.  The
distribution archive will also include AVR modules, which are used to
detect self encrypting viruses.

We plan to release a monthly update of the distribution archive around
the 20th of every month.

Emergency updates will be distributed in case a rapidly spreading virus
is discovered. Emergency updates will be distributed as ASIGYY##.ZIP
(the "A" means Additional) and will contain a file named ADDNSIGS.DAT.
This file will have a rather short life, all emergency updates will be
moved over to VIRSCAN.DAT in the next monthly release.
The upcoming release of TBSCAN, TBSCANX and HTSCAN will automatically
detect and use ADDNSIGS.DAT. Emergency updates will be released if they
aree needed, beginning February 20, 1992.

We hope that this method gives a more stable distribution of the virus
signature file.
