Yes! P_Toggle is freeware and you are encouraged to share it,
as long as it is distributed at no cost and no changes are
made to these original files.

Oh, yes...the P_Toggle.INI file is not required to begin using
P_Toggle. It is included so that there are some sample printer
setups to play with. The "Save current printer setup" (click
on title for the system menu) creates it and enters the current
settings. Just delete the .INI file or erase lines you don't
want.
