The FCC's Notice of Proposed Rule Making, in PR Docket 93-305, was released December 29, 1993, with a comment deadline of March 7, 1994. The League immediately published the NPRM, in its entirety, in February 1994 QST, asking members to make their views on the matter known to their elected representatives. In its request for an extension of time for comments, until April 21, 1994, the ARRL said that because the matter of issuing preferred call signs involves a ''scarce resource,'' the maintaining of fairness in the program must be addressed. The League also said that the March 7 comment deadline simply did not allow enough time for ARRL members to express their views on the proposal and for the ARRL board to then formulate a position. /EX
