This file covers a late addition to RASIS 106, this was added after
the manual had been formatted.

The @ALL command, when placed in the To: field while posting a message,
works just as it does in RA, with one exception.

This feature is ONLY available to Registered users.

If any filters are set, they are honored. So if you have SEC set to
= 20, only users with a security level of 20 will receive the message.

Any combination of filters may be used, just as though you were
creating a report.

This can be great for sending a message/file to users who have a birthday in
the currrent month, using the Birthday Month filter setting!

If no filters are set, then RASIS will send the message/template to every
user in the User File.

Sound is automatically turned OFF during this function, and ON when
complete.
