Add flour and stir over low heat, until mixture clings together in a ball. Remove from heat. Add eggs one a time, beating well. Add potatoes and pepper. Beat mixture until light and fluffy. Drop by tablespoon in hot oil. Remove puffs when there a light golden brown. Cooked puffs can be frozen. -To reheat bake at 400F for 10 minutes.
