Saute onion and bell pepper. Add to meat. Season meat mixture to taste. Pour tomatoes and sauce over meat mixture. Simmer. Cook macaroni in salted water according to package directions. Drain. While macaroni is hot, add sour cream and cream cheese. Stir until melted. Pour over meat mixture in buttered casserole. Grate cheese and sprinkle on top.
