Sprinkle pepper generously on both sides and press into meat. Sear each strip on both sides no longer than 1 inch. In a roasting pan or a crockpot, layer onions, tomatoes, chilies and meat. Salt lightly. Repeat, ending with vegetables, as many layers as needed.
