Add ground beef. brown lightly. Add celery, bell pepper, potatoes, kidney beans, tomato paste and water. Sprinkle over rice. Season with oregano, chili powder and cinnamon. Add garlic salt, salt and pepper to taste. Next add whole kernel corn. Do not stir.
