        Q       Is this a crisis meeting, Mr. President?
        
        THE PRESIDENT:  I hope not.  (Laughter.)  The Secretary of
Defense and the Joint Chiefs say it's a meeting to discuss their
review of the defense needs of the country and how we're going --
        
        Q       Was the Somalia raid bungled?
        
        THE PRESIDENT:  I don't think I would characterize it in that way.
        
        THE PRESS:  Thank you.
