                          PRESIDENT CLINTON NAMES DR. BIL TUCKER 
                      ASSISTANT SECRETARY AT THE DEPARTMENT OF ENERGY


WASHINGTON, D.C. - President Clinton today announced his intention to nominate
Wyoming
energy commissioner Dr. Bil Tucker as assistant secretary for fossil fuels at
the
Department of Energy. 

         "Through his years of work in the energy field in both the public and
private
sectors, Bil Tucker has demonstrated he has the technical understanding and
commitment to
hard work that will make him an asset at the Department of Energy," the
President said. "I
am pleased he has agreed to join our team."

         A 19-year veteran in the fields of management, public administration
and energy,
Tucker is chairman of the Wyoming Public Service Commission, a board he has
served on
since 1987. The commission's responsibilities include regulating services and
rates of
interstate electric, gas, water, steam, telephone, telegraph and common carrier
pipelines.
Prior to taking a seat on the commission, Tucker assisted the Department of
Energy as a
technical support contractor with EG&G - Washington Analytical Services Center,
Inc. in
Laramie, Wyoming (1983 - 87). From 1978 - 83, Tucker worked at his own technical
consulting firm, Tucker & Associates, advising businesses and public programs in
the areas
of energy and reclamation. Tucker served as chief chemist at the Monolith
Portland Cement
Company in Laramie (1979 - 82) and as a senior research associate with the
University of
Wyoming (1977-79). Tucker also was chief chemist at Resource Refining, Inc.
(1975-77) and
a research associate at the University of Wyoming (1973-75). From 1961 - 68, he
served in
the photo lab department of the Boeing Aircraft Company in Wichita, Kansas. 

         Tucker earned a BA and MS in Chemistry from Wichita State University
and a Ph.D
in Chemistry from the University of Wyoming in 1973.
