MICHAEL BARRETT Senator Michael Barrett is a Democratic candidate for governor. He served three terms in the House of Representatives (1979-1985) and is completing his fourth term in the state Senate. Throughout his legislative career, Mike has been extremely active on environmental issues: ù As Senate chair of the Local Affairs Committee, he played a leading role in writing and passing the landmark Cape Cod Commission Act of 1989, which sets out a regional land use planning system to enhance both economic growth and the environmental quality of life. The Cape Cod Times called him "a giant" for his efforts. ù In 1989, Mike served as chief Senate sponsor of the Toxic Use Reduction Act, aimed at cutting the production of hazardous wastes by eliminating their use in industrial processes. For his work he received a 1990 environmental "Best Bets" award from the national Center for Policy Alternatives. ù While in the House of Representatives, Mike served as chief architect of the state's 1983 Hazardous Waste Superfund law. ù In 1983 Mike was given a legislative achievement award from the Environmental Lobby of Massachusetts (ELM). ù Mike founded the House Environmental Caucus in 1983 to accelerate the push for new initiatives in protecting the quality of our land, air and water. ù In 1987 Mike supported a resolution urging Congress to explicitly recognize the authority of states to regulate nuclear power plants. ù In the Senate Mike has supported amendments to the budget clarifying the Governor's role in emergency evacuation planning and restoring funding for the nuclear division of the state Attorney General's office.
