            SEN. MICHAEL BARRETT ON LEGISLATIVE REFORM

     Sen. Michael Barrett is a Democratic candidate for governor.  
He served three terms in the House of Representatives and is now 
completing his fourth term in the Senate.
 
     Mike has been one of Beacon Hill's foremost advocates of 
legislative reform.  He made his maiden House speech in support 
of democratizing that body's procedural rules.  In 1983, as head 
of a coalition of reform-minded legislators, Mike succeeded in 
passing the first major power-sharing changes adopted by the 
House in decades.

     Mike has continued his efforts in the Senate.  Over the 
years he has pushed to weaken the power of so-called "graveyard 
committees," televise Senate sessions, set term limits for the 
Senate president and institute independent budgets for members.  

     Mike is the only Democratic candidate for governor 
supporting Sen. William Keating's challenge to Senate President 
William Bulger.

     In addition to his efforts on behalf of legislative reform, 
Mike has been a strong independent voice in the Senate.  For 
instance, he was the only Democrat to vote for ending life tenure 
for the well-connected head of the Mass. Convention Center 
Authority.
