Unique Identifier : AIDSLINE ICA10/94370626 AB The HIV pandemic has seen the growth and development of many non-government and community based organisations with programs aimed at minimising the effects of HIV/AIDS. The challenge of these organisations is to sustain and expand programs in a climate of uncertain funding. The roles of development organisations and NGO's in the creation of strategies and structures which maintain the response to HIV/AIDS are examined; what is crucial is the establishment of strong organisations which offer viable alternatives to national programs and policies without being perceived, in some countries at least, as oppositional to government and societal traditions. This paper will discuss the situation primarily in developing countries.
