From my experience, the best way to get a graphic into an AFW document
or template is as follows:

1.  Open up the application and file where the original graphic is
    created or maintained.
2.  Select the graphic and resize if needed.
3.  Select EDIT, COPY (CTRL+C).
4.  Toggle (ALT+TAB) to Program Manager and open up Paintbrush.
5.  Select EDIT, PASTE (CTRL+V).
6.  IMMEDIATELY select EDIT, COPY (CTRL+C).  If you loose the outline
    of the graphic select EDIT, PASTE (CTRL+V) and EDIT, COPY again.
7.  Toggle to Program Manager and open up the AFW template or doc.
8.  Select EDIT, PASTE (CTRL+V).

If your graphic is the wrong size, toggle back to the graphic application and repeat steps 2-8 until the graphic is the size you want.
