What is WIN Server?

How do I install the WIN Server?
--------------------------------
To install the program, just unarchive the file WCPERSNL.EXE into a 
temporary directory, run WCPERSNL.EXE, and follow the prompts of the 
installation program.  WIN Server requires Windows 95 or Windows NT 
v3.51 or newer.
