Release Note for PM Timer version 1.11a

Please note that the readme.txt file hasn't changed a lot since version 1.0.
There are some changes and new options which are only documented in the
changes.txt file for now.
So if you find some inconsistencies in the readme, take a peek at the
changes.txt file.
