AOL95 Redialer requires the Microsoft Visual Basic 4.0
  32-bit runtime file set to function.  It is available
  separately in order to save a great amount of download
  time for AOL95 Redialer updates.

  Visual Basic 4.0 32-bit runtime, then please see the
  "AOL95 Redialer.hlp" Help file for important information
  about the requirements for AOL95 Redialer!
