This program runs as an icon and allows you to drag files from file manager
over it and then launch NOTEPAD with the dragged files as the parameter to
notepad.  You can drag and drop more than 1 file at a time.

Pass "/T" on the command line by setting the properties on the icon after it
has been placed in a program group to get the program to stay on top, or you
can select stay on top by clicking on the ICON and choosing the option on the
menu.

Unfortunately, file manager requires associations with a file to know how to
start a program when you double click on a file.  Instead of setting up
millions of file associations, you can simply drag the file to the notepad
launcher DropNote.
