To use this program, simply run it. To end the program,
double click anywhere inside the program's window.
To receive optimum performance from this program, you
are strongly urged to minimize all other applications,
and use the bitmap packaged with this program (BLACK.BMP)
as your Windows wallpaper. One more thing, this is calibrated
to run on a high speed video card (e.g. Diamond Speedstar Pro).
It will run on a slower card but it won't run as fast. To
optimize speed performance, a speed control box was added
atthe begining of the program. You may have to search around
for the optimum speed setting but one should work.

This program creates a "Strobe Window." When executed at 
night or in a dark room, the Strobe Window will create 
a Strobe Light effect in your Windows environment. If
