Changes for PMUUE 1.31 (August 4, 1995)

- Specifying no default extension will list the proper files in the decoding
  dialog box
- Typing in a filename maunally into either File Dialog box would trigger a 
  SYS3175 error.  Fixed.

Changes for PMUUE 1.30 (July 25, 1995)
======================================
- Decoding sped up a bit
- Command line filenames will be decoded automatically
- Encoding and decoding commands can be queued up without waiting for the
  current operations to end
