Borg

  History:   First encounter with Federation came as a result of the
             mischief of the entity known as "Q".  The Borg proceeded to
             attack the Enterprise and nearly destroyed her until "Q" was
             willing to rescue them.  Encounters are not advised unless
             provoked.

  Weaponry:  Weapons capability is far beyond that which we know.  Their
             weapons are known to both siphon and reduce shield energy.
             They regenerate their ship at remarkable a pace and can
             function fully with even 86% of their vessel destroyed.

  Advice:    In short, stay away.  Their weaponry is destructive and
             their ruthlessness only adds to their danger.

  Starfleet: Starfleet has been awaiting the infiltration of Federation
             space by the Borg for some time now, and weapons have been
             developed.  The weapons are dissassembled and the parts are
             scattered on the planets in the system.
