Romulan

  History:   Recent encounters with the Romulans have been sporadic.
             They have recently exercised their right to the neutral
             zone on numerous occasions.

  Weapons:   Knowledge of Romulan weaponry is also innacurate.  They
             have chosen not to use their weapons in their recent
             confrontations.  Yet if past dealings with the Romulans
             are an indicator, their photon torpedo capability should
             not be underestimated.

  Advice:    Advice is impossible due to the lack of recent encounters
             on behalf of both sides.  If engaged in combat, fierce,
             relentless fire is advised.

  Starfleet: Starbases have long been the source of revenge for many
             Romulan incursions.  Protection of these vital outposts
             is of utmost importance in success against the Borg.
