        A "local" message is one that is available only on this system. 
        "Local" messages are not the same as "netted" messages.
        
        A "local" message may be "public" or "private" and may even be
        addressed to individuals that have not yet gained access to the
        BBS. Any mail will be held for an individual until read or re-
        moved by yourself or the SysOp.
