Fixed some more logic in min creds.

Fixed some logic in the minimum creds routines. User just
can't send credits below the minimum.

SYSOP can setup a creds.1 file which will be emailed
when user transfers credits. If you forget the creds.1 file,
a generic email is sent.  This version now has EMAIL!

Minimum creds 1st parameter:

CREDS__ creds 2000

User can't give under 2000 credits to anyone (usually these are
free creds).

If user pressed return for username it would send to line 0.
Fixed. Also, now allows 'quit' from username.

Fixed but when user is online not receiving credits.
Rmember that his credits are not saved on disk until he logs off
the system!!! His account has been credited and features
on board like status of account will show the correct
credits.  Doing an F2 to see the account before he logs off
MAY not show that the credits were credited but they WERE!!
