Instructions for upgrading from any previous version to version 3.1b

AutoFREQ 3.1b contains several changes in the formats of configuration
files used by AutoFREQ.  Therefore, there is no upgrade procedure.
Simply install AutoFREQ as if it was a new installation.  I apologize
for any inconvenience this may cause, but it is necessary due to new
features added to AutoFREQ in version 3.1b.
