This is a preliminary version of a Windows 3.0 GIF decoder/BMP
converter.  In its current state it works primarily with windows SVGA
displays and the 8514a.  Planned enhacements include decoder speedup,
GIF encoder, Stretch and dither capabilities. Comments and sugestions
appreciated.  Please do not post public as it my first windows
program and not something I want my name associated with yet.
