[Appears to work as advertised.  Convenient set of options.  Works
much better than 'type nul > filename'  :-)  DF]

Enclosed is a uuencoded .ARC file containing an MS-DOS version of touch. 
This is not a plain vanilla version; it supports options to suppress 
autocreation of non-existing files (-c), list the touched files to
stdout (-v), and to allow you to specify the date or time instead of
using the current date or time.  It accepts multiple filenames and
handles wildcard characters in filenames.  Its usage message is:

usage: touch [-cv] [-d date] [-t time] filespec...
