The admirals played the Japanese fleet, the junior officers played the Americans. The Japanese side did just perfectly, scoring a major victory at Pearl harbor and the Phillipines, then driving the American fleet from the seas until one battle around a small island. At that point the Americans slowly but surely turned the tide and drive the Japanese fleet back to Japan. The junior officers were embarassed to beat the admirals, the admirals were outraged. It was suggested that perhaps the game was flawwed, surely the Americans couldn't defeat the powerful (and at that time, world's most morden) Japanese fleet. The rules were rewritten and the game was played again. This time the American side suitably lost, much face was saved all around, and the Japanese proceded in the next few years to attack Pearl harbor and the Phillipines. Oh, by the way, the small island in the war game where the junior officers turned the battle around for the Americans was called Midway.
