    Preamble

          We the undersigned do hereby declare that until and 
          unless this petition is passed as a Federal Law, 
          superceding all other Federal Law regarding this issue,
          and with all obvious intent intact in law, We The People, 
          will continue to peacefully protest and obstruct in all
          legal ways any other Federal attempts to pass any and 
          all legislation.

    Section 1.

          Be it resolved that as of the effective date of this law, 
          Jan. 1, 1995, anyone who wishes to carry a gun or weapon 
          of lethal consequence, must apply for a permit to carry 
          such weapon from the FBI.  

    Section 2.
          In issuing all permits to carry a gun or lethal weapon, 
          the FBI will investigate all aspects of the applicants 
          life, gathering all available personal & business information
          and upon completion of such investigation shall issue a 
          permit to carry such weapon only according to the following
          guidelines.  

    Section 3.
          
          PERMITS TO CARRY A WEAPON ON ONE'S PERSON.
   
          No one under 18 years of age shall be issued a permit.
          Only those who can prove United States Citizenship will 
          be issued a permit.  Only those who have no prior convictions
          of a felony.  Active Police Force members and active 
          Military Service personnel are exempt.  All applicants 
          must have the signatures from at least 25 community 
          members, none of whom can be convicted felons and all 
          of whom must be over 18 and generally known to be in good 
          standing in the community, before any permit may be issued.
          Signatores may include but are not limited to, members of 
          the clergy, members of the educational community, police 
          members, reputable Business persons, local government 
          officials, etc.  Without the backing of local community 
          members, no permit shall be issued.  

          PERMITS TO HOLD A WEAPON IN THE HOME.

          No one under 18 years of age shall be issued a permit.
          Only those who can prove United States Citizenship will 
          be issued a permit.  Only those who have no prior convictions
          of a felony.  Active Police Force members and active 
          Military Service personnel are exempt.  All applicants

          members, none of whom can be convicted felons and all 
          of whom must be over 18 and generally known to be in good 
          standing in the community, before any permit may be issued.
          Signators may include but are not limited to, members of

          members, reputable Business persons, local government 
          officials, etc.  Without the backing of local community 
          members, no permit shall be issued.  

          All weapons registered previous to the effective date
          of this law and held for security purposes in the home 
          are exempt from all of the above.
