          Be it known:
          
          It is the desire of the undersigned citizen of the United 
          States that the Federal Income Tax be abolished and replaced 
          with a National Sales Tax.
          
          Section 1.  Let the House of Representatives of the United 
          States prepare a bill in which all legislation relating to 
          the collection of personal income taxes from American citizens 
          be forever abolished.  All corporate income taxes now in 
          existence shall remain in existence until such time as they 
          are also changed through this National Petition Process.
          
          Section 2.  For the purposes of maintaining federal revenues 
          sufficient to allow the government to function, the House of 
          Representatives is instructed to replace part of the revenue 
          lost from the Income Tax abolition with a companion bill that 
          establishes a National Sales Tax of 5% of all goods & services 
          sold within the boundaries of the United States.  The Internal 
          Revenue Service shall enforce all provisions of the National 
          Sales Tax.
          
          Section 3.  All Federal Income Tax shall not be collectible 
          on any personal income earned in beginning on Jan 1, 1995 and 
          continuing until amended by popular petition.  The National 
          Sales Tax shall take effect on the same day.
