The documentation (what there is) is included in LKCALL.WCC.

For a quick start, edit the welcome.msg, edit the exchange.dat, and 
then edit seclev2.dat.  They should be self evident when you look at 
them.  Exchange.dat is a list of the local exchanges that are toll 
free.  You can usually find the list in the front few pages of your 
phone book (mine is on page 22).
