Description: This tile set consists of the flag movement used by the navy,
boy scouts and others in semaphore signaling when lines or radio are
not available.

Only the alphabet and some of the special signals are shown.  Numerals are
displayed after a special numeral alert and they are spelled out.

The wild cards are "throw-aways" (my own idea, not official) :-)  Smokey's
hat and the one-armed-paper-hanger's brother. 0;->
