README file for GATT_1.ZIP What is GATT_1.ZIP? GATT_1.ZIP contains the text of the Global Agreement on Tarrifs and Trade (1994) in Windows 3.1 Help format. This allows the user to read, search and print portions of the agreement. This is version 1.0 of this product. What is GATT? The Global Agreement on Tarrifs and Trade (1994) is an international trade agreement which has been negotiated between most of the nations of the world. It is being presented to the United States Congress for approval under "Fast-Track" procedures. There has been very little public discussion and debate about this wide ranging agreement. The agreement will establish a very powerful independent international organization known as the World Trade Organization. The W.T.O. will have the power to raise funds, rule on the acceptability of national and local laws and regulations, and impose fines until "guilty" nations revise their laws. The members will be appointed beaurucrats who have the equivalence of diplomatic immunity. What do I need to run this program? 1. IBM PC or compatable, 286 minimum, recommend 386 or better for best performance. 2. Microsoft Windows 3.1 or better. 3. Approximately 1.5 megabytes of disk space available on the system's hard drive for storage of the program files. 4. Utility program capable of "unzipping" the ZIP file. This file was created with PKZIP version 2.04G. How do I install this program? 1. Chose or create a directory on your PC's hard drive. Perhaps you should create a new directory specifically for "Help Books"..... 2. Use an "unzip" utility to decompress the files contained in this ZIP file into the destination directory. The files are: GATT.EXE WIN 3.1 executable. GATT.HLP WIN 3.1 Help file. README This file. 3. Once you have installed the files on your hard drive, start Windows. Use the program manager Files|New menu item to add a new program item to a group. You might first wish to create a new program group specifically for Help Books. When you add the program item, enter the full pathname of the executable file in the Command Line text box. For example, if you installed the files in a directory called HELPBOOK on the C: drive, the Command Line entry should be: C:\HELPBOOK\GATT.EXE To use the program, just double click on the icon for the GATT Guidebook.
