Explanation ~~~~~~~~~~~ (Let me note first that I am not an attorney, and that this is not offered as "legal advice"; for advice about laws, treaties, directives, etc. which might apply where you are, you are urged to seek competent local legal counsel.) One important concern of electronic bulletin boards is to screen incoming ("uploaded") files. Over the years, a number of simple upload_test procedures have been put into use on different electronic bulletin board systems in various parts of the world. And once a BBS has put such a test procedure into use, there may be a tendency to let it do its job and forget about it. Unfortunately, some of the early upload_test procedures alter or destroy some of the incoming files, in ways which appear to conflict with the respective author(s)'s rights under copyright laws and corresponding international treaty. Also, in the years since, the UK has made a Computer Misuse Act, under which the modification of material in a computer (including data or program), without the permission of the owner of that material, would seem under some circumstances a prosecutable offense; of particular interest here might be instances where such modification would impair the operation of a program or the reliability of any such data. I don't see how it's anyone else's business if people privately modify material on their own computers -- one could regard the personal private use of a computer as an extension of a person's mind. But if that modified material is passed on to others publicly, such as in the operation of a public electronic bulletin board system or in commerce, then copyright laws, and various national laws, might apply. So, let's do a simple check, and see if it says that an upload test procedure, used somewhere along the line before this package reached you, might need to be modified or replaced. File Structure ~~~~~~~~~~~~~~ This zipfile was made with zipped path information, using the author's registered copy of PKWARE's PKZIP Version 2.04g, with Authenticity Verification enabled. For each file included from the current directory, a "shadow file" with the same name was included from a subdirectory called "!". To extract the complete structure, do PKUNZIP -d FWKUTC03 Your current directory should then contain FILE_ID.DIZ a brief identification of this package, for automatic display on various bulletin board systems. README a short file directing your attention to this file which you are reading now.
