Added LPT hardware port timeout feature.  This value indicates how many
timer ticks PCOUNTER.EXE waits when the printer goes offline.  This wait
time can hold up access to the other ports, so it should be made as low as
possible.  However, setting too low a value may result in lost data.

NLM - Fixed reg number problems w/Netware 4.1 which may have
      resulted in Page Fault Abends.
EXE, PCONTROL - Fixed possible hanging problems with registration.
NLM - Fixed occasional screen corruption problems.
