The difference in a copper telephone line and a fiber optic cable is the key. the difference in bandwidth is like a thousand to one. If you manage to kill that and restart WIN-OS/2 everything should be fine. If this happens even after you restart OS/2, edit your config.sys so that there's a line which says 'SET RESTARTOBJECTS=STARTUPFOLDERSONLY'.
