 - Fixed a bug that was not always removing the old FILE_ID.DIZ after
   V)iewing Long Description.
 - Added a feature that now allows LOCAL users (sysops) to copy files
   using the DOWNLOAD command. Files will be placed in a default
   directory (see StarBar.Doc) or an alternate directory if supplied
   at the time of download.
 - Beautified and condensed help screen to a one-page display.
