Changes from V1.0

- Added sysop configurable path and file name for scores bulletin.

- Fixed bug in time-betting feature.  Door now allows the sysop to specify
  maximum time amout wagered on each race rather than maximum amount to win
  each day (See SAMPLE.CFG).  Odds are now even when betting time, so the
  player has a 1-in-4 chance of winning, regardless of the rat bet on.

- Slighthly smaller executable.
