Players are free to consult chess publications or literature in printed or electronic form. Any other form of consultation must be agreed upon by both players and by the President prior to the start of the game. 2. The IECC time controls are 10 moves in 30 days of your own time. Please note that the time is not cumulative and applies between any set of ten moves. Additionally, a player may take no longer than 10 days for any one move. Should either of these situations take place, a time claim should be submitted. Time is calculated from the first 6:00 PM local time that the move is readily available. 3. A player may take up to 30 days leave of absence within any one game for business reasons, vacations etc. The TD, John Galvin, Lisa Powell and your opponents must be notified at the time. Under extraordinary circumstances, President John Galvin or CEO Lisa Powell may extend the 30 day limit by a maximum of 90 days. This would apply, when through no fault of his/her own and not including hardware or access problems, a player must suspend play. Although leave of absence for equipment or access problems is allowed, the IECC must be notified within 10 days, else the game(s) are subject to time forfeits. Once given, a forfeit will not be rescinded. 4. Conditional ("if") moves are permissible in forcing situations to accelerate play. 5. Any valid move dispatched, including any conditional move(s), is binding, unless both players agree to disregard the move at the time of the incidence. This agreement should be forwarded to the Senior Arbitrator, with a copy to John Galvin and to Lisa Powell. Please note that this includes any clerical errors. This is the email equivalent of touch move. 6. If an illegal or ambiguous move is sent either by itself or as part of a conditional move, then the position reverts to the game's move immediately preceding the illegal or ambiguous move(s). If the move in question was illegal, a legal move must be substituted. If the move was ambiguous, the correct piece to be moved must be defined. 7. If, in the course of a game, it is proved that an illegal move has been made and not retracted, the position existing immediately before the illegal move was made shall be reinstated and the game shall be continued from that position. If, in the course of a game, it is proved that an ambiguous move has been made and not corrected, the position reverts to the ambiguous move, which must be clarified, with the game continuing from that point. 8. Players who withdraw from an event shall notify their opponents, the President , the CEO, and the TD of that event. Players failing to do this are subject to loss of membership. 9. Although allowed, a game diagram has no official standing. In any discrepancy between the diagram and the moves record, the moves record always takes precedence. 10. No illegal activities will be tolerated. Perpetrators will be subject to expulsion. 11. Your opponents and the IECC staff are to be treated courteously. Slander, derogatory comments and profanity are forbidden. Disregard for this rule is subject to expulsion. ================================================================== ==== Transmission of Moves ==== 12. It is recommended that players use short form English algebraic notation. An example is provided below. While it is permissible to use other notation if both players agree, all game reports and complaints must use short algebraic notation. A detailed guide is available from IECC staff. If Roger Jones and Sally Howe are playing a 2-game match: Game 1 RJ - SH 1.e4 e5 2.Nf3 Nc6 3.Bb5 ? Game 2 SH - RJ 1.d4 d5 2.Nf3 Nf6 3.? where Roger is playing White in game 1, and Sally is playing White in game 2, with Sally to move in both games. 13. As a minimum -- if both players agree -- only the most recent moves (i.e. your opponent's last move, any "if" moves accepted by you and your opponent, and your move) need be sent. Using the following example: Identification of the event, such as M-xxx or Trio-yyy Game 1 RJ - SH 2... Nc6 3.Bb5 ? Game 2 SH - RJ 2.Nf3 Nf6 3.? ================================================================ ==== Game Reports ==== 14. When a game has been completed, the winning player, or white in the case of a draw, must report the result -- including the PGN-format moves record. This should be sent to Lisa Powell and to Ken Field using the following format: All game reports should adhere to this PGN format: Subject: GAME REPORT [Event "M-1.1"] or [Event "M-1.2"] [Site "IECC"] [Date "1996.10.30"] <-- date of beginning of event [Round "1"] or [Round "2"] [White "Glass, Henry"] [Black "Hudson, Bill"] [Result "1-0"] 1.e4 e5 2.Bc4 Nc6 3.Qf3 Bc5 4.Qxf7# 1-0 ================================================================= ==== Complaints Procedure regarding a game or games ==== 15. Players are encouraged to file a complaint should any of the rules of play be breached. This complaint should be sent to the Senior Arbitrator or his designate, with copies to the TD, John Galvin and Lisa Powell. 16. The Senior Arbitrator or his designate will investigate the complaint. Based on, but not limited to, the responses furnished by the players, recommendation will be made to the the President. These recommendations may vary from a warning for a first offense to suspension or expulsion for chronic offenders. Copies will be sent to the President, the CEO, the TD and, if warranted, the players. 17. The President and/or CEO will then decide, based on but not limited to the arbitrator's report. Disposition of the complaint will be sent to the players, with copies to the arbitrator and the TD. 18. If you are filing a complaint to the Arbitrator, this is the information that MUST be supplied. a. Opponent's name and email address. b. Match, Trio, Tournament section #, Pyramid game c. Nature of complaint -- no reply, overstep of time limit (with # of moves and reflection time consumed.) d. Date of last move and date of repeat move, including complete moves record[s] to date. e. Any other pertinent information to support your claim. Without this information, IECC cannot process your claim for executive action as promptly as it should be processed. ========================= General ================================ While not mandatory, the following guidelines are highly recommended. 19. Each player should maintain a complete written record of each game. It is valuable in the event of a dispute. This record should include the dates that you send your moves. 20. Players are similarly asked to keep copies of their last ten moves to assist in settling disputes. 21. Players are encouraged to set up a resend policy early in the game. If a message then goes missing, the game can be continued with a minimum of time and trouble.
