The WIL.HLP file is a Windows help file.  To use it, run the
WINHELP.EXE application and then open the WIL.HLP file.

You may wish to make a Program Manager icon that will start it directly,
and add the HLP to the extensions section of the WIN.INI file, as in
   [Extensions]
   HLP=WINHELP.EXE ^.HLP

If you use Command Post, File Commander, or any other product that uses
menus, you may wish to add a new menu item called WIL HELP as in

   &WIL Help
            DirChange("C:\HELP")   ;Assuming you put the help file in here
            Run("winhelp.exe","WIL.HLP")
