This is WinBiff 1.8, a Windows mail notification utility for UUPC, 
Waffle, FSUUCP, Pegasus, or PC-NFS.  WinBiff 1.8 requires Windows 3.1.

Besides this file, there are two files in the distribution:  The  
executable WINBIFF.EXE, and the documentation file, WINBIFF.WRI (in 
Windows Write format).
