This set of files was discovered on a sister service. It is a DOS based PC/GEOS Icon Editor. The author, Thomas Wachsmann, states that it requires at least EGA video. I've tried it out, and during the small amount of testing I was able to give it, it behaved admirably. The documentation states that it's a BETA version, so be careful. Pay attention to the documentation, as it is possible to do damage to your existing icons if you don't exercise caution.
