First non-beta release!

Added option to check for expired security level (Thanks to Scott Robison
for holding my hand while he walked me through the mistakes I had made!)
and gave the PPE the ability to be used as an annoyance screen that could
be displayed every time the user does something!

Changed the look of the EXPIRED.ANS to reflect the users stats and to show
him a bit more information on what he had done before his account expired.

Added the option to leave the sysop a message.

Added the option to log user after the first prompt and when he tries to exit
the PPE.

Was up til 5am writing a PPE instead of creating an EXPIRED screen that would
have taken considerable less time! <g>

We no need no stinking HISTORY file!
