This national event takes place on the last full weekend of June, this year that's June 25th and 26th. We are fortunate to again be setting up at Historic Fort Pickering, Winter Island, Salem. This year we are doing something different. John Graves WB1EHL, Field Day Chairman, suggested we rent a Ryder truck for the weekend. This truck will be used to transport all of the Field Day gear and will also be used to house a station. Help is needed to load equipment into the truck on Friday afternoon and to begin set up on Saturday morning. The more people that help out, the less work there is for each of us. We are still in need of laptop computers for logging, an all mode VHF/UHF radio, and possibly an R5 vertical. If you can help out in any way, please contact John Graves at 508-526-1400. John can also be reached on the 146.88, 145.47, or the 145.13 repeaters. Operating time is for 24 hours starting from 12 noon Saturday to 12 noon Sunday. To operate a station, simply put your name and times desired on the sign in sheet at the station you would like to operate. Remember, ANYONE can operate at Field Day.... even if you are not licensed! Food and refreshments will be provided by the NSRA for all participants. You are welcome to bring anything you wish to share. There will be plenty of room if you wish to camp out with us and bathroom and shower facilities are available. Don't miss out! As many of you already know, the NSRA traditionally takes the months of July and August off. Since many people go away during these months or are taking advantage of the nice weather in other ways, this usually works out great. The next club meeting (June 13) will be the last one until September. The NSRA Sunday evening NET will also follow this schedule and will return in September. Keep in mind that during these months, the NSRA doesn't 'shut down'. Please don't hesitate to contact any of the Directors or Trustees if you need their assistance. The monthly Saturday morning breakfast at Denny's in Danvers will continue. This takes place on the third Saturday of every month, the next one being June 18. And don't forget the Annual Summer Dinner at Fantasy Island on July 11. Currently this position has no vote on the Board. This amendment was brought up for a vote at the May club meeting and was tabled as some raised the issue that passing this amendment would create an even number of voting board members. In a further amendment, to this amendment, it has been proposed that the voting position of 'Past President' be removed, therefore leaving an odd number of voting Board members. This suggestion came after some discussion revealed that it's been nearly ten years since a past president of the organization has attended Board of Directors meetings to vote. This motion has been approved by the Board of Directors and will now go to the general membership for approval. This vote will take place at the NSRA September 19th general meeting and requires a 2/3 vote of the members present to pass. Please be sure to attend this meeting to cast your vote in regards to this amendment. It has been proposed that the By-laws of the North Shore Repeater Association be amended as follows: Article III Government Paragraph 2 Board of Directors [After member at large, "Membership Chairperson", to be inserted.] Add Paragraph 8 Membership Chairperson The Board of Directors shall appoint a Membership Chairperson for a term to be concurrent with the Associations fiscal year. The Membership Chairperson shall be responsible for New Members; shall actively solicit new members; shall send membership applications to all who request them either directly or through the Board of Directors. All completed membership applications will be given to the Membership Chairperson who will maintain a log of submitted applications, and forward dues and applicable information to the treasurer. The Membership Chairperson will send new members their membership card, access codes for the repeaters, Association Roster, and a copy of the Membership Handbook. Ron submitted the plans for this project even supplying them with professional quality CAD drawings. A few days later he was notified that his request for the permit had been refused. The basis for this refusal had something to do with a supposed "35 foot height limit on dwellings". This all seams quite strange seeing that there are many towers in the city with permits that exceed Ron's tower height. Another thing to note is that this is an antenna support structure and not a 'dwelling'. Their reason for refusal seems quite suspicious. Many of you may remember the incident last year involving a CB'er from West Lynn who had been causing interference. Evidently, the city council took it upon themselves to order the tower be taken down. Even though the CB'er didn't legally have to obey this order, he did take down the tower. Some think that this incident may have had an effect on the way the City of Lynn issues permits for antenna structures. After many futile attempts to secure a permit, and being told that he would have to pay a $300 hearing fee, Ron has finally been granted a hearing date at City Hall. Your support is needed and the Amateur community must do what they can to prevent this sort of thing from restricting an amateur radio operators ability to equip his station for world wide communications. Your presence at this hearing is very important. More detailed information about this hearing will be available at the June 13 NSRA general meeting. There are 6 students taking this class, which is held every Wednesday night at Peabody City Hall. A big 'thank you' goes out to Ed Walsh, K1BDZ, for allowing us to utilize his years of teaching experience by volunteering to instruct this class. We would also like to thank Peabodys' Civil Defense Director, Don McCaully, for providing us with the location for this class. Oh, and Don is also a student! If you can help out in any way with this project, please contact Ed Walsh at 508-927-1179. Henry was a "Life Member" of the NSRA and was one of the original founding members of the organization. His burial took place on Thursday, April 28, in Puritan Lawn Memorial Park, Peabody. QSL via KQ4GC. -DE ARRL Headquarters --- ARRL Replies to 'Vanity' Callsign Proposal The ARRL has filed reply comments in the FCC's proposal to institute a ''vanity'' call sign program (in PR Docket 93-305). The League said that the vast majority of the 109 comments filed on the proposal favored it, in general, with the major concerns being how to fairly administer it. There were fewer than five comments opposing the proposal and, while they made what the League called ''thoughtful and important points,'' they did not seem to represent more than a small minority opinion. The ARRL in its reply comments said that the issue of cost already had been settled, in that amateurs themselves would pay for the privilege of selecting a call sign. Regarding Silent Key call signs, the League said that by giving family members and clubs the first opportunity to apply for such call signs, ''well known and respected'' amateurs' call signs could be preserved. The League said that a proposal by Frederick O. Maia, W5YI, to establish a ''Vanity Call Sign Administration'' program in the private sector, was not only not permitted within FCC's mandate from Congress, but would be cumbersome and bureaucratic, while adding no value for the applicant. The League urged the Commission to proceed with a Report and Order on the ''vanity'' call sign proposal, incorporating the minor modifications suggested in the earlier ARRL comments. --- New Callsigns On the Air The following is a list of the FCC's most recently issued call signs as of May 1. I would also like to thank you for thinking of me at the April Elections, I am honored to be serving as your President. With the help of the new Board of Directors, I intend to really make a difference in the NSRA this year. In light of this new position and due to some very important committments in my life (called work, and baby) my free time is very limited lately and it doesn't look like things are going to change for a while. Lately, I have been forced to limit my participation in the organizations which I belong to, including the NSRA. This means making a decision as to what is more important. At this time I feel that being the clubs' president is the most important thing and I am therefore forced to hand over the reigns of Editor In Chief (grin) of the NSRA Newsletter. This doesn't mean I am just going to drop it in someone elses lap. I will continue to assist the new Editor by providing articles, bulletins, and ideas. What the NSRA needs now is for a talented person, or persons, to come forward and continue providing the Amateur Community with the quality publication that this has become. I will continue to arrange for electronic distribution of the newsletter to land-line BBS's, Packet, and the Internet as I have done for the past year. This form of distribution has given us national coverage, and recognition from many including ARRL Headquarters. At the June 6 meeting of the Board of Directors, it was proposed that the NSRA form a VE committee and plan on administering Amateur Radio Exams in the North Shore area. The committee has been formed, and we already have 4 VE's on the new committee. There are also plenty of VE's in the club. What is needed now is a 'take-charge' person to head up this effort and help build a successfull VE Team. We would like to give our first exams in late July or Early August. This would be in perfect time for the students just completing the NSRA's Technician Class in Peabody. NSRA VE sessions will better promote Amateur Radio and the NSRA on the North Shore.
