To install Client Biller:

1. Copy the CBILLER.HLP and CBILLER.EXE files to your Windows directory
   (usually C:\WINDOWS).

2. Start Windows.

3. On Program Manager's window, click "File...New".  Type "CBILLER.EXE" for
   the "Command line".  Click "OK".
