Unique Identifier : AIDSLINE ICA10/94370266 AB OBJECTIVE: To develop an appropriate management information system for the national AIDS Control Programme. METHODS: A management information system has been developed which takes into account the situation in India, where a centrally funded and guided AIDS control programme is being developed and implemented in 32 states and union territories, which are semi-autonomous in terms of health care provision. Many programme activities are in fact carried out at district or municipal level. In workshops consensus was reached on the essential indicators for the various programme components, on lines of communication, levels of analysis and mechanisms for feed-back and programme adaptation and replanning. A core set of indicators are presented, which are common for all states and union territories, to allow for central interpretation of the results. RESULTS AND DISCUSSION: Incorporating an MIS in the early phases of programme planning and implementation has obvious advantages. The most important is the implied attention to continuous monitoring of programme implementation, and the possibility to act rapidly if implementation lags behind planned targets. A reduction of the number of indicators to the most essential and a consensus on the MIS are important interim achievements.
