 AB    The U.S. House of Representatives has called for the elimination of the
       Housing Opportunities for People with AIDS (HOPWA) program while the
       Senate has yet to decide HOPWA's fate. Activists are hoping the Senate
       conferees will persuade their House counterparts to spare HOPWA and that
       HOPWA's fate will be brought up during the House Appropriations
       Committee conference. Arguments are being made by sympathetic
       congressmen and women that there is a need by about 60 percent of people
       with AIDS for housing assistance. The alternative is longer
       hospitalization stays at an enormous burden to the taxpayers. Bipartisan
       support is emerging. On March 24th, the Senate Appropriations Committee
       left intact fiscal 1995 spending for HOPWA, the Ryan White Comprehensive
       AIDS Resources Emergency Act, and a host of prevention and research
       programs.
