01-14/96 - Murphy Strikes! Re-release (We'll call it v0.91á)

        Version 0.90á  had  a  small bug in it  that caused  problems  with
      multiple  outbound  ( Usually  Routed  NetMail )  packets  of  varous
      priorities.  This would cause some of the packets to be delayed until
      the next run of DBQ2FTP,  which would probably have the same  problem
      again!  This version fixes that,  along with some improved documenta-
      tion.
