EXPORTER'S GUIDE TO FEDERAL RESOURCES Introduction This is the third revision of the Exporter's Guide to Federal Resources. The first edition was prepared in response to the 1986 White House Conference on Small Business which recommended a more focused approach to small business and international trade. The Guide identifies major federal programs designed to assist small business owners to export and the people in those agencies who are able to provide technical assistance and support to small business owners venturing into the global arena. In addition to summarizing agency programs and identifying headquarters and field personnel most able to assist in small business exporting, this document provides a list of speakers from each agency well versed in their own trade programs as well as those of other agencies. Talking points on each program are provided to assist others to speak knowledgeably about small business and exporting programs. An annotated bibliography brings together material available from the Federal Government. Summaries of Agency Programs U.S. Agency for International Development CONTACT: For more than a quarter of a century, the Betty L. Briscoe U.S. Agency for International Development PHONE: (A.I.D.) has administered the U.S. (703) 875-1551 foreign economic assistance program in lesser developed countries throughout Africa, Asia, the Near East, Latin America and the Caribbean. Now the emerging European democracies have been added to A.I.D.'s portfolio of development assistance. U.S. development assistance addresses the basic problems of inadequate income growth, hunger, health deficiencies (particularly infant/child mortality), illiteracy and lack of educational opportunity, and unmanageable population pressures. A.I.D. administers economic assistance programs that combine an American tradition of international concern and generosity with the active promotion of America's national interests. A.I.D. assists developing countries realize their full national potential through the development of open and democratic societies and the dynamism of free markets and individual initiative. A.I.D. assists nations throughout the world to improve the quality of human life and to expand the range of individual opportunities by reducing poverty, ignorance and malnutrition. A.I.D. meets these objectives through a worldwide network of country missions which develop and implement programs guided by six principles: o support for free markets and broad-based economic growth; o concern for individuals and the development of their economic and social well-being; o support for democracy; o responsible environmental policies and prudent management of natural resources; o support for lasting solutions to transnational problems; and o humanitarian assistance to those who suffer from natural or man-made disasters. A.I.D.'s mission, as a foreign affairs agency of the U.S. Government, is to translate into action the conviction of our nation that continued American economic and moral leadership is vital to a peaceful and prosperous world. Development Development assistance is administered by AID Assistance in the form of loans and grants. Its objective is to broaden economic opportunity by improving the quality of life of the poorest people through programs in agriculture, rural development, nutrition, family planning, health, education, human resource development, energy, and science and technology. The programs are concentrated in countries where U.S. assistance is needed most, and where there is a clear commitment to broadly based growth. Economic Support Economic support promotes economic and political stability in regions where the U.S. has special security interests and has determined that economic assistance can be useful in helping to secure peace or to avert major economic or political crises. These resources meet a variety of needs including balance of payments support and financing of infrastructure and other capital projects, such as road and school construction. Food For Peace Food aid is provided in close cooperation with the U.S. Department of Agriculture through the Food for Peace Program. The U.S. is the largest food donor in the world. The Food for Peace Program has delivered over 340 million metric tons of food to about 2 billion people in over 100 countries since 1954. Throughout the world, food aid is provided through concessional sales, in exchange for specific self-help development activities, or donated in the case of disasters and emergencies. Disaster Assistance AID's Office of U.S. Foreign Disaster Assistance coordinates U.S. Government relief work to alleviate the effects of disasters as quickly as possible and to reduce human suffering. It provides technical assistance and training to develop early warning systems and to improve disaster preparedness in disaster-prone areas. AID-financed programs offer export opportunities and new markets to U.S. suppliers. AID Consultant AID's Office of Small and Disadvantaged Registry Business Utilization/Minority Resource Center Information maintains the AID Consultant Registry System Information System for U.S. companies, organizations, and institutions wishing to participate in AID-financed development assistance activities. It also maintains a mailing list of U.S. suppliers wishing to receive notices of upcoming procurement of AID-financed commodities by foreign purchasers. U.S. Department of Agriculture Foreign Agricultural Service CONTACT: The Foreign Agricultural Service (FAS) has Jim Ross primary responsibility for the U.S. PHONE: Department of Agriculture's (USDA) overseas (703) 756-6001 programs, in particular market intelligence, market access and market development. It also has the lead role in administering USDA's export credit programs and foreign food assistance efforts. FAS fulfills its responsibility as the representative for the world's largest agricultural export business through its network of agricultural counselors, attaches, and trade officers stationed overseas and its backup team of analysts, marketing specialists, negotiators, and related specialists in Washington, DC Export services include trade leads, foreign buyers lists, export market profiles, trade negotiations, credit guarantees, food assistance, market development and efforts to counter unfair trade practices abroad. The Trade Assistance and Planning Office (TAPO) of FAS provides a single point of contact within FAS for agricultural exporters who need foreign market information. TAPO provides information and assistance to persons interested in participating in export programs carried out by FAS and the Commodity Credit Corporation. It also helps in getting information on programs important to agricultural exporters which are run by other Federal agencies. U.S. Department of Commerce The Department of Commerce encourages, serves, and promotes the Nation's international trade, economic growth, and technological advancement. Within this framework and together with a policy of promoting the national interest through the encouragement of the competitive, free enterprise system, the Department provides a wide variety of programs. Within the Department, the International Trade Administration (ITA) was established on January 2, 1980, to promote world trade and is the official U.S. government organization that coordinates all issues concerning trade development, international economic policy and programs, and trade administration. The two units within ITA that offer small business-specific programs are the United States and Foreign Commercial Service and Trade Development. United States and Foreign Commercial Service CONTACT: The United States and Foreign Commercial Daniel E. Sullivan Service (US&FCS) was established in 1980 to PHONE: help American exporters compete more (202) 377-4767 effectively in the world market place. Today, as part of an ongoing process, commercial officers and consultants overseas not only collect up-to-date foreign market information, but also search for qualified agents and distributors as well as sales leads by making appointments with key buyers or government officials. Consequently, trade specialists, both at home and abroad, are able to draw upon a large commercial database fed by the commercial officers, and as a result, provide individualized marketing packages for U.S. companies' specific products or services. Making contact with potential agents, distributors, buyers, or joint-venture partners is essential, and often difficult, for small businesses alone. Nevertheless, a commitment on the part of the US&FCS to assist smaller exporters has resulted in a number of specific programs specially designed to instruct small businesses in their search for international markets. The Agent Distribution Service, for example, is a customized search for interested and qualified foreign representatives. It, in turn, identifies up to six agents who have examined the firm's product literature and who have expressed an interest in representing it. A second program, the World Traders Data Report (WTDR), includes background information, standing in the local business community, credit worthiness, and overall reliability and suitability as a trade contact. The main focus of the WTDR is therefore not the identification of a contact, but instead an evaluation of one based upon custom reports prepared by the US&FCS. Finally, along with the promotional trade shows, fairs, and missions is the Trade Opportunities Program. This program can provide current sales leads from overseas firms seeking to buy or represent a product or service. These leads are available either electronically or in printed form. Trade Development CONTACT: Trade Development's primary objective is to Helen Burroughs improve U.S. industries' competitiveness in PHONE: international markets. This is accomplished (202) 377-4806 through the management of an integrated Trade Development program organized by U.S. industry sectors. The mission of each industry sector group in Trade Development is to foster the competitiveness and growth of its industries and promote their increased participation in international markets. This is accomplished through a mix of government/industry cooperation, analysis, trade promotion, and trade policy development activities, based on that industry's trade competitiveness, needs and interests. Specifically, Trade Development takes a three-pronged program approach--policy development, industry analysis, and trade promotion--in the development of trade strategies which will advance U.S. sector interests in international trade. The programs integrate industries' identification of trade problems, issues and opportunities with U.S. Government efforts to: o identify obstacles and trade opportunities by product, industry sector, and market by working with Commerce advisory committees, industry associations and individual firms; o monitor foreign targeting practices and assess the impact of these practices on U.S. industry sectors; and o develop priorities for industry-specific programs and formulate strategies to advance trade in specific sectors. Trade Development reviews industry programs and sector strategies with industry, and pursue sector strategies through government-to-government discussions. U.S. Customs Service Project Gemini CONTACT: Project Gemini is a country wide, industry- Department of awareness program conducted by special Commerce computerized agents of the Customs Service who meet directory of export with corporate officials and industry assistance groups to explain the export laws, and to (202) 377-4811 warn that foreign governments and individuals have laws, and to warn that foreign West Coast governments and individuals have and will (714) 660-0144 attempt to obtain certain prohibited technology and munitions. They also seek to enlist industry cooperation in preventing Department of State illegal exports and in reporting suspicious (licenses) inquiries. (703) 875-6650 The agents concentrate on manufacturers of missile technology, munitions, chemical and biological warfare items, nuclear technology, and computer systems that have military as well as non-military applications. They also visit customhouse brokers, freight forwarders, and others involved in processing American exports. U.S. Department of Education Business and International Education Program CONTACT: The Business and International Education Susanna C. Easton Program promotes institutional and PHONE: non-institutional educational and training (202) 708-8764 activities that will contribute to the ability of U.S. business to prosper in an international economy. Under the program, the Secretary of Education awards grants to institutions of higher education to provide suitable international education and training for business personnel in various stages of professional development. Each program assisted with Federal funds must both enhance the international academic program of the institution and provide appropriate services to the business community which will expand its capacity to engage in commerce abroad. Institutional matching of 50 percent of the total cost of the program is a statutory requirement. Each grant application must be accompanied by an agreement between the institution and a business enterprise, trade organization, or association engaged in international economic activity, for the purposes of establishing, developing, improving, or expanding activities eligible for assistance. Eligible activities include, but are not limited to: o improvement of the business and international education curriculum of institutions to serve the needs of the business community, including the development of new programs for non-traditional, mid- career or part-time students; o development of programs to inform the public of increasing international economic interdependence and the role of American business within the international economic system; o internationalization of curricula at the junior and community college level, and at undergraduate and graduate schools of business; o development of area studies programs and interdisciplinary international programs; o establishment of export education programs; o research for and development of specialized teaching materials and facilities appropriate to business-oriented students; o establishment of student and faculty fellowships and internships or other training or research opportunities; o creating opportunities for business and professional faculty to strengthen international skills; o development of research programs on issues of common interest to institutions of higher education and private sector organizations and associations engaged in or promoting international economic activity; and o the establishment of internships overseas to enable foreign language students to develop their foreign language skills and knowledge of foreign cultures and societies. In Fiscal Year 1989, 35 projects were supported at a total cost of $2,300,000. Department of Energy Office of International Affairs and Energy Emergencies CONTACT: The Department of Energy (DOE) promotes U.S. listed below exports of energy goods, services and technology primarily through participation in The Committee on Renewable Energy Commerce and Trade and The Coal and Clean Technology Export Program. In addition to the above-mentioned programs, DOE is participating in collaborative efforts with other agencies in an effort to facilitate the export of energy-related products. Examples of these efforts include: The Office of Fossil Energy/AID Data Base Program; the FE/AID/TDP Federal International Energy Trade Development Opportunities Program; and The Bureau of International Affairs' Eastern Europe Aid Program. 1. Committee on Renewable Energy Commerce and Trade (CORECT). Established by Congress in 1983 via The Renewable Energy Industry Development Act, CORECT coordinates existing Federal programs that bear on renewable energy and energy-efficient technologies export promotion. Through the concept of "one-stop shopping," potential exporters can receive comprehensive advice on potential markets, financing and information on export guidelines. Nominally chaired by The Secretary of Energy, CORECT meets twice yearly and is usually chaired by Assistant Secretary for Conservation and Renewable Energy J. Michael Davis. Contact: Staff Director Ron Bowes; (202) 586-5517. 2. Coal and Technology Export Program (CTEP). Established in 1988, CTEP's mission is to promote the export of U.S. clean coal products and services. CTEP accomplishes this by serving as a reservoir for international information on U.S. coal and coal technologies, as DOE's intra- departmental coordinator, and as the USG inter-agency liaison for coal companies and technology firms. Assistant Secretary Robert H. Gentile's Office of Fossil Energy manages the program. Contact: Program Manager Peter Cover; (202) 586-7297. 3. FE/AID Data Base Program. The Agency for International Development (AID) maintains a growing data base of trade opportunities for U.S. businesses. The Office of Fossil Energy forwards prospective leads to AID in an effort to high grade the data base in terms of "energy" related trade leads. DOE assumes that U.S. business has easy access to this information and that AID regularly forwards this information to the appropriate trade associations. Contact: Denise Swink; (202) 586-9680. 4. FE/AID/TDP Federal International Energy Development Opportunities Program. In August 1990, CTEP announced the creation of a joint inter-agency program offering financial support to U.S. companies for pre-feasibility studies leading to potential international energy trade and development opportunities. Contact: Peter Cover; (202) 586-7297. 5. Bureau of International Affairs and Energy Emergencies' Eastern European Development Program. Eastern Europe is now threatened with severe energy shortfalls due to circumstances such as: the embargo on Kuwait and Iraqi oil; the concern over environmentally hazardous nuclear reactors; and the decrease in oil supplies from the Soviet Union. Assistant Secretary John J. Easton, Jr. ordered this initiative based on the premise that: to build strong market economies, these countries must first develop sensible energy options. Contact: Francis Carroll; (202) 586-1189. 6. Uranium Enrichment Enterprise. The DOE conducts uranium enrichment services at facilities in Portsmouth, Ohio and Paducah, Kentucky. Unprocessed uranium is shipped to these facilities for enrichment and then returned to the client. The U.S. is the largest supplier of enrichment services, but is experiencing increased competition from French and Soviet firms. Contact: Deputy Assistant Secretary Phillip Sewell; (301) 353-4321. 7. The Export Assistance Initiative. In April 1990, Deputy Secretary Moore announced DOE's new Export Assistance Initiative, an entity in the Bureau of International Affairs. It is headed by Deputy Assistant Secretary George A. Helland, Jr. The Office of Export Assistance is the lead office for export related activities at DOE. The mission of the office is: - Help identify overseas opportunities for U.S. companies. - Assist U.S. companies in taking advantage of business opportunities overseas. - Identify discriminatory trade barriers imposed by foreign countries and work with existing Federal Government efforts to remove them. - Evaluate U.S. laws and regulations which restrict trade and advocate appropriate changes. - Identify possible financing alternatives for U.S. companies. - Work with appropriate U.S. Government agencies in the export area to ensure a coordinated and unified effort. Export-Import Bank of the United States CONTACT: The Export-Import Bank (Eximbank) of the Tony DiStefano United States is the U.S. Government agency PHONE: that facilitates the export financing of U.S. (202) 566-8860 goods and services. Eximbank helps U.S. exporters compete against foreign government subsidized financing in overseas markets. Eximbank offers four major export finance support programs: Loans, Guarantees, Working Capital Guarantees, and Insurance. Lending Programs Eximbank's loans provide competitive, fixed- interest rate financing for U.S. export sales of capital equipment and services. Eximbank extends loans to foreign buyers of U.S. exports and intermediary loans to fund responsible parties that extend loans to foreign buyers. These loans are made at low, fixed-interest rates. Special features are available for small businesses. Guarantee Program Guarantees provide repayment protection for private sector loans to credit-worthy foreign buyers of U.S. goods and services. The guarantees provide coverage for both political and commercial risks. Working Capital The Working Capital Guarantee Program can Guarantee Program help small and medium-sized exporters obtain the financing they need to produce and market goods for sale abroad. Eximbank offers guarantees to lenders to guarantees to lenders to encourage loans to business to buy, build or market products for export. Insurance The insurance program administered by Eximbank's agent, the Foreign Credit Insurance Association, offers insurance policies to protect U.S. exporters and financial institutions against the political and commercial risks of nonpayment by foreign debtors. Policies exist for small or new-to- export businesses. Foreign Credit Insurance Association CONTACT: The Foreign Credit Insurance Association Sharyn H. Hess (FCIA) is the agent of the Export-Import Bank PHONE: of the U.S. (Eximbank) with responsibility (212) 306-5225 for operating Eximbank's export credit insurance program. Eximbank reinsures FCIA. FCIA's insurance policies give exporters protection against the commercial and political risks of default when they find that they must offer credit to compete for or expand foreign sales. Policies are also available to financial institutions. Policy Types FCIA offers policies which cover sales of spare parts, raw materials and consumer goods sold on a short-term basis of up to 180 days, and capital goods sold on a medium-term basis of up to five years. Policies are available to cover single sales, repetitive sales to a single buyer or sales to multiple buyers. Policies for operating and financing leases are available and services may also be covered. Political-risk-cover-only or political-and-commercial risk cover may be purchased. Financing An exporter may assign the proceeds of a policy to a financial institution, thereby enabling the exporter to discount foreign receivables or use them as collateral for a loan. Small Business New or smaller exporters may qualify for policies which offer an increased percentage of cover, reduced premiums and other enhancements. U.S. International Trade Commission Trade Remedy Assistance Office CONTACT: The Trade Remedy Assistance Office (TRAO) of Mary Grumbine the U.S. International Trade Commission PHONE: provides assistance to the public and to (800) 343-9822 small businesses seeking information about, (202) 205-2200 or relief under, U.S. trade remedy laws. The TRAO provides information about a variety of trade remedy laws, including, among others, anti-dumping and countervailing duties; infringements of patents, trademarks, copyrights, or mask works, or other unfair practices in import trade; and denials of U.S. rights under trade agreements and other unjustifiable, unreasonable or discriminatory acts by foreign countries. (19 U.S.C. 1339 lists the trade remedy addressed by the TRAO.) When appropriate, the TRAO makes referrals to other offices within the ITC and to other agencies responsible for administering particular trade laws. The TRAO also provides technical assistance, as defined in the Commission's rules, to eligible small businesses seeking a remedy under or more of the trade laws. Eligibility for technical assistance is determined by reference to the size standards for small businesses established by the Small Business Administration. In providing technical assistance, the TRAO staff is available to meet with eligible small businesses to discuss the procedures for obtaining relief. Technical assistance may include review of draft complaints or petitions prepared by the eligible small business to assist its efforts to prepare a final petition for filing. Technical assistance may also include informal legal advice and assistance for the eligible small business during administrative review of a petition and any subsequent appeals. Overseas Private Investment Corporation CONTACT: Through the Overseas Private Investment Dan Riordan Corporation (OPIC), the Federal Government PHONE: encourages and assists U.S. private (202) 457-7091 investments in less developed nations. These investments must be consistent with the economic interests of both the U.S. and the developing country involved. OPIC is an independent, financially self- supporting corporation, fully owned by the U.S. Government with offices located in Washington, DC It has three principal operating units, Insurance, Finance and Investment Departments, and programs in 118 countries. OPIC supports projects which offer potential benefits to the host country in such areas as job creation, skills training, import savings, export earnings, and tax revenues. Projects are also reviewed to assure that the U.S. gains net benefits in expanded trade, employment, access to materials, and investor earnings. OPIC can assist small businesses by: o helping identify investment opportunities; o providing assistance in evaluating investment climates; o providing investor counseling services; o providing insurance protection for investments in the event of currency inconvertibility, expropriation, or loss or damage caused by war, revolution, insurrection, or certain types of civil strife; and o participating in project financing. In all cases a project must be commercially and financially sound. While there is no minimum U.S. equity participation required for a project to qualify for OPIC insurance protection, for OPIC financing, U.S. investors should have at least a 25 percent equity investment in the enterprise. FAX (202) 833-3375 U.S. Small Business Administration CONTACT: Finding overseas markets, dealing with the Aileen M. Kishaba initial complexities of exporting, and Director financing export sales are some of the Office of challenges facing smaller firms seeking to International participate in international trade. To help Trade such firms meet these challenges, the U.S. (202) 205-6720 Small Business Administration (SBA) offers aid to current and potential small or minority exporters through two major programs: business development assistance and financial assistance. These programs are provided through the SBA's network of field offices around the country. Business An individual program of business development Development assistance can be designed to meet the Assistance specific needs of the small business owner who is entering export markets for the first time or has had previous experience in international trade and is considering expanding into additional markets. The program can include: (1) one-to-one counseling by the Service Corps of Retired Executives (SCORE) or Active Corps of Executives (ACE) volunteers with international trade experience, (2) counseling through collegiate Small Business Institute or Small Business Development Center programs, (3) referral to other public or private sector organizations offering more in-depth international trade programs and services, (4) initial consultation with an international trade attorney, (5) international trade and export marketing publications, and (6) business management training. Financial SBA provides guarantees of up to 85 percent Assistance of a private lending institution's loan to an eligible small business, provided that the total SBA guaranteed portion does not exceed the Agency's $750,000 statutory loan guarantee limit. However, for loans less than $155,000, the SBA can provide a maximum guarantee of 90 percent. A guarantee fee of 1/4 percent of the guaranteed portion of the loan is charged on maturities of 12 months or less; a fee of 2 percent is charged on those exceeding 12 months. Rates of interest that may be charged by the lender may normally extend up to 2-3/4 percent over the prime rate. Regular Business Exporters may obtain funds for fixed-asset Loan Program acquisition for business start up or expansion and for other general working capital purposes through SBA's regular 7(a) business loan guarantee program. Loan guarantees for fixed-asset acquisition have a maximum maturity of 25 years. Guarantees for general purpose, term working capital loans are usually limited to a maximum maturity of seven years. Export Revolving To help more small businesses export their Line of Credit products and services abroad, SBA has Program established the Export Revolving Line of Credit loan guarantee program (ERLC). Any number of withdrawals and repayments can be made as long as the dollar limit of the credit is not exceeded and the disbursements are made within the stated maturity period. Proceeds can be used only to finance labor and materials needed for manufacturing or wholesaling for export, to finance foreign accounts receivable, and to penetrate or develop foreign markets. The maximum maturity of an ERLC guarantee is 36 months, including all renewals. Eximbank-SBA SBA and the Export-Import Bank of the United Joint Guaranty States have an agreement which provides Program for a program of co-guarantees to small business exporters and export trading companies. The co-guarantees apply to loans in principal amounts ranging from $200,000 to $1,000,000 on a per-borrower basis and cover 85 percent of the loan amount. The terms and conditions of co-guarantees, except as otherwise provided, will be determined by SBA rules and regulations for ERLC loans. Small Business If an exporting company requires additional Investment Company equity capital or amounts of term working Financing capital in excess of SBA's $750,000 statutory maximum, a Small Business Investment Company (SBIC), approved and licensed by the SBA, may be able to provide the necessary funding, depending upon whether or not the SBIC's investment strategy includes such activities. U.S. Department of State CONTACT: Assisting U.S. businesses is a major Office of responsibility of the Department of State, Commercial, including its more than 250 diplomatic and Legislative, and consular establishments in over 140 foreign Public Affairs countries. The Foreign Service Act directs PHONE: chiefs of mission (ambassadors) to promote (202) 647-1942 U.S. exports in their respective host countries. At each post abroad the ambassador takes the lead in promoting U.S. trade and investment interests and, as head of the "country team," assures that all employees of the U.S. Mission discharge this mandate within their respective areas of competence. State Department diplomatic and consular personnel abroad, as well as domestic State Department personnel, can provide the small business or new-to-market exporter a variety of services, including professional guidance and advice on doing business abroad, assistance in developing foreign contacts, and, in the event of investment disputes with foreign governments, help in reaching amicable settlement. A State Department publication, "Key Officers of Foreign Service Posts," provides key contacts for U.S. business representatives. U.S. Trade and Development Program CONTACT: The U.S. Trade and Development Program (TDP) Carol Stillwell finances the planning of projects in PHONE: developing countries which are potential (703) 875-4357 export markets for U.S. goods and services. TDP seeks to assist U.S. firms in meeting foreign competition and in increasing U.S. exports, thereby improving the U.S. balance of trade. TDP finances feasibility studies and other planning services for major public and private sector projects through which developing countries receive access to U.S. technologies and project planning skills. By financing such studies, TDP seeks to increase the likelihood that U.S. goods and services will be used in implementation of the project. Recipient countries pay the full cost of project implementation from their own resources or from international financial sources. Accordingly, TDP must follow their lead in selecting the sectors and particular projects of greatest interest. This has caused TDP to be involved in a wide range of projects, in sectors such as energy, industry, infrastructure and agribusiness. TDP serves as the coordinating and authorizing agency for the provision of government-to-government technical assistance on a fully reimbursable basis. U.S. Trade Representative CONTACT: The Office of the U.S. Trade Representative Torie Clark (USTR) is an agency of the Executive Office (202) 395-3230 of the President responsible for developing (202) 395-3911 fax and coordinating U.S. international trade, commodity and trade-related investment policy, and leading or directing negotiations with other countries on such matters. There are two offices, one in Washington, DC, and the other in Geneva, Switzerland. The U.S. Trade Representative is a Cabinet level official who acts as the principal trade advisor, negotiator and spokesperson for the President on trade and trade-related investment matters. Through an interagency structure, USTR coordinates trade policy, resolves agency disagreements, frames issues for Presidential decision and implements those decisions. The U.S. Trade Representative, the three Deputies in Washington and Geneva, the Assistance U.S. Trade Representative for Multilateral Negotiations and the Chief Textile Negotiator, hold the rank of Ambassador. The agency is organized to accommodate sectorial, regional and functional policy perspectives which are integrated into the decision-making process, and coordinated externally with government agencies, the private sector and foreign entities. The agency provides trade policy leadership and negotiating expertise in major areas of responsibility. Among those are the following: o all matters within the General Agreement of Tariffs and Trade (GATT); o trade, commodity and trade-related investment matters dealt with by international institutions such as the Organization for Economic Cooperation and Development (OECD) and the United Nations Conference on Trade and Development (UNCTAD); o other trade and trade-related investment issues including intellectual property protection issues and import policy; and o enforcement and implementation of U.S. trade laws. U.S.-flag carriers have been on the leading edge in developing efficient and dependable international distribution systems and the use of American services improves the Nation's balance of payments and national security. MARAD's marketing representatives, located in major U.S. shipping hubs, are experts in transportation and offer assistance to the public. MARAD also sponsors, or co-sponsors with the local Chambers of Commerce, transportation seminars for exporters and importers.
