Changes to LINK.EXE

        - Fixed a display bug in the issue selector.
        - Viewer will now loop until user exits from inside the issue
          selector.

Changes to LINKDR.EXE

        - Fixed a display bug in the issue selector.
        - Fixed a bug where EMAGDOOR would start going nuts if a user ran
          out of time.
        - EMAGDOOR would not display any articles if the user did not view
          the entire menu.  That was fixed.
        - Added an 'L' option for local mode.
